His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, may God protect him, adopted the National Policy for Digital Quality of Life, in January 2021, to create a safe digital society and promote a positive identity with meaningful digital interaction in the UAE.
The Digital Quality of Life Council was established by a decision of the Council of Ministers, and its membership includes 10 government agencies, headed by Lt. General His Highness Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Interior. Among its duties, it is responsible for developing and following up on the implementation of policies and programs to ensure the digital quality of life of citizens, and to spread values. Purposeful interaction behaviors in the digital world, positive communication with others, healthy digital behavior, and raising digital awareness for all segments of society, in addition to encouraging the purposeful use of technology.

The Charter of Positive Digital Citizenship Values and Behaviors was launched, which frames a set of values and behaviors for positive digital citizenship in the Emirates, represented by 10 items that Internet users in the country pledge to undertake.
