Sharjah ruler issues Emiri decree on reorganization of executive office of Sheikha Jawaher bint Muhammad bin Sultan Al Qasimi

His Highness Sheikh Dr. Sultan bin Muhammad Al Qasimi, a member of the Supreme Council and Ruler of Sharjah, issued the Emiri Decree No. 62 of 2022 AD relating to the reorganization of the Executive Office of His Highness Sheikh Jawaher bint Muhammad bin Sultan Al Qasimi.

The decree provides that the office is endowed with legal personality and full capacity to carry out the legal acts necessary for the achievement of its objectives and the exercise of its competences, as well as financial, administrative and technical autonomy.

According to the decree, the office aims to achieve the following objectives:
1. Support the institutions, councils and associations headed by and affiliated with His Highness Sheikha Jawaher bint Muhammad Al Qasimi, developing their performance and improving the quality of the community services they provide.

2. Prepare leading and influential leaders who represent the emirate locally and internationally.

3. Achieve the vision of His Highness Sheikha Jawaher bint Muhammad Al Qasimi through the management of the projects she launches in response to the needs of society.

The decree also requires the office to exercise its powers under the supervision and approval of His Highness Sheikh Jawaher bint Muhammad Al Qasimi and, in order to achieve its objectives, it must have the following:

1. Development of general policies, definition of strategic plans, programs, statutes and regulations for all institutions and supervision of their implementation.

2. Propose legislation that contributes to developing performance in institutions and increasing the quality of community services in them.

3. Follow the plans, programs, projects and decisions issued by His Highness Sheikha Jawaher bint Muhammad Al Qasimi to ensure their proper implementation.

4. To ensure the achievement of the highest levels of quality in performance and to contribute to the preparation of community leaders and to develop their skills in various fields.

5. Highlighting the activities and events of His Highness Sheikha Jawaher bint Muhammad Al Qasimi and improving media presence in all activities in local and international forums.

6. Encourage Community initiatives in coordination with the competent authorities.

7. Follow the objectives, functions and work of the institutions and strive to raise the level of their performance.

8. To supervise and control the bank accounts of the entities from a financial and administrative point of view, in coordination with the competent authorities of the Emirate.

9. Conclusion of contracts, agreements and partnerships with other institutions and entities inside and outside the Emirate.

10. Seek the assistance of the competent authorities to obtain administrative and technical support, and may seek the assistance of experts, consultants and houses of experts in everything related to his work, and cooperate with other authorities on matters falling within his targets.

11. Preparation of performance reports that include progress in completing the institutions’ plans, programs and projects.

12. Any other function assigned to the office by the sovereign or by His Highness Sheikha Jawaher bint Muhammad Al Qasimi.

According to the decree, the office is run by a chief appointed by Emiri decree, who exercises his powers under the supervision of His Highness Sheikha Jawaher bint Muhammad Al Qasimi and submits his work to her for approval or approval. the following:

1. Prepare the general policies of the office, its programs and projects.

2. Implementing directives regarding the general policy of its affiliated institutions.

3. To sign contracts, agreements, memoranda of understanding and collaborations stipulated by the office according to the powers conferred on it.

4. Establish the financial and administrative rules of the office and the rules relating to personnel matters envisaged therein.

5. Develop plans and programs that ensure the development of the office and its employees.

6. Ensure the implementation of all the powers provided for in article (5) of this decree.

7. Control of the expenditure of the financial resources of the office according to the appropriations established in the budget.

8. Draw up the annual budget and the final account of the office and adopt the necessary procedures for their approval.

9. Suggest the organizational structure of the office and adopt the necessary procedures for its approval.

10. Any other duties assigned to him by His Highness Sheikha Jawaher bint Muhammad Al Qasimi.

The office will also have an executive director appointed by decision of His Highness Sheikh Jawaher bint Muhammad Al Qasimi, who will be accountable to the president in managing the affairs of the office so as to ensure the achievement of his objectives within the limits of the powers entrusted to him, and in particular he will have the following powers:

1. Implement the strategic plans of the office, apply its policies and propose policies that regulate it.

2. To manage and supervise the work flow in the office according to the applicable legislation and regulations, issuing the necessary decisions and administrative circulars and following up on their implementation.

3. Prepare all office workflow reports, including administrative, financial and operational matters, and submit them to the President.

4. Any other duties assigned to him by the President.

The financial resources of the office are as follows:

1. Government endowments.

2. The office’s own income for the exercise of its competences.

3. Contributions from internal and external institutions and bodies or any other resources approved by His Highness Sheikha Jawaher bint Muhammad Al Qasimi.

The decree stipulated that by a decision of His Highness Sheikh Jawaher bint Muhammad Al Qasimi or the president, it is allowed to form permanent or temporary committees and working groups affiliated to the office to help him achieve his goals and skills.

This Decree replaces Decree no. (43) of 2010, it being understood that all laws, regulations and executive decisions issued pursuant to the same continue to be amended or repealed pursuant to this Decree or the decisions issued pursuant to it.
