Reporter Chen Bohan / Taipei Report
Recently, many floating corpses have been found along the coast of Taiwan, seven of them are Vietnamese. The Ministry of the Interior believes that it may be related to smuggling. The People’s Party’s Legislative Yuan Party Group pointed out on the 31st that the floating corpses of foreign nationals reflect the problem of human trafficking. Pipeline smuggling.
Lai Xiangling, deputy general secretary of the People’s Party Group, said that the current “Human Trafficking Prevention Law” clearly does not match the crimes and penalties. As long as the human-snake group controls three smugglers and works for one year, it is enough to pay a fine of one million yuan and make a profit; a kidney in the black market It can be sold for NT$6 million, but if you are caught, you will only be fined less than NT$5 million. Improper punishment certainly attracts speculators to take risks again and again.
Lai Xiangling further stated that the government did not amend the “Law on the Prevention and Control of Trafficking in Human Beings”, but proposed a draft amendment to the “Entry, Exit and Immigration Law” to study heavy penalties for lost migrant workers, lightly treat the masterminds of human smugglers, and severely punish vulnerable migrant workers , cannot cure the structural problems behind the immigration policy of the past three decades.
Lai Xiangling said that under the pressure of huge agency fees, if migrant workers lose their jobs and cannot find a job, they will only engage in illegal labor and will not choose to be repatriated to save fines. They demand that the government improve the protection of migrant workers’ rights and simplify the legal employment process, etc. A series of measures can create a dignified working environment for migrant workers.
Chen Wanhui said that although the American Institute in Taiwan listed Taiwan as the “first row” in actively combating human trafficking in the “2022 Report on Human Trafficking”, the government should not be complacent; from the current situation, the channels for migrant workers to enter Taiwan Expenses are exploited layer by layer, causing migrant workers to be unable to afford them, so they have to be transferred to illegal channels.
She pointed out that the government must improve the laws and regulations, eradicate the charges under clever orders, directly cooperate with the migrant workers’ home countries to coordinate the content of the contract, and at the same time strengthen the investigation of domestic human trafficking, in order to put an end to unhealthy trends.
