The first strategy to control the spread of Covid-19 throughout the national territory, which was total confinement and stoppage of non-essential activities, reduced the formal labor market, the effects of which are still being felt by most states.
However, as of November, seven states already exceeded the job losses brought by the pandemic: Baja California, Tabasco, Chihuahua, Durango, Michoacán, Nuevo León and Sonora.
According to data from the Ministry of Labor and Social Welfare, the generation of insured jobs in the Mexican Institute of Social Security (IMSS) in the country during the pre and post confinement (periods January-February and June-November 2020, respectively ) amounted to 660,476 positions, compared to the 1,030,366 positions that were canceled between March and May.
This means that in the first eleven months of the year, there is still a deficit of 369,890 jobs, so the recovery is 64.1 percent.
Baja California is the state that has best controlled the impact of Covid-19 in its labor market, demonstrating a more effective strategy in programs for MSMEs and tax benefits.
The figure of the 17,450 formal jobs lost during the most acute period of the health crisis (March-May) in the state is lower than the 63,804 jobs created in the pre and post confinement, that is, it generated 3.7 times more than the number of dismissals .
Baja California was followed by Tabasco, with 4,117 casualties and 9,719 discharges (2.4 times); Chihuahua, -31,191 and +53,775 (1.7 times); Durango, -7,487 and +8,718 (1.2); Michoacán, -14,566 and +15,067 (1.0); Nuevo León, -85,385 and +87,975 (1.0) and, Sonora, -32,751 and + 33,097 (1.0).
In the accumulated at the end of the eleventh month of the year, the results were the following for these entities: Baja California registered 46,354 new insured before the IMSS; Chihuahua, 22,854; Tabasco, 5,602; Nuevo Leon, 2,590; Durango, 1,231; Michoacán, 501, and Sonora, 346.
It is observed that four of the seven territories that have already counteracted the labor ravages derived from Covid-19 belong to the northern border of Mexico, a region that has a very important incentive: the federal free zone program.
These entities were followed by San Luis Potosí, because of the 18,930 formal jobs lost in the March-May period, 17,136 jobs were recovered in the first two months of the year and the June-November period, giving an advance of 90.5 percent to the 11th month of 2020.
Other important percentages occurred in Aguascalientes (90.0% of the depleted places have recovered), Jalisco (89.0%) and the State of Mexico (88.2 percent).
Campeche is the only state that has not recovered formal positions, due to the fact that they show decline both in confinement (5,465) and in pre and post confinement (1,597).
