Sea view
Next week, Markus Jakob Halvorson (67) must appear in the Oslo District Court, charged with having raped a woman in her early 20s at an apartment hotel in the west of the capital in February 2019.
– He does not plead guilty, Halvorson’s defender Bjørn Rudjord tells Dagbladet.
The prosecutor in the case, state attorney Erik Førde, states that the case was reported in 2022.
– It is not unusual for it to take time for the report to arrive, he says to Dagbladet.
Blackened little village
To the Norwegian public, Halvorson is best known as “Hallik-Frank” (not to be confused with author Frank Tandbergwho had the same nickname and died in 2021), and in 2013 changed his name from Frank Sandberg.
Halvorson/Sandberg first became nationally known as one of the masterminds behind the widespread prostitution business in the small Finnmark village of Skiippagurra, for which he was convicted in 2003, but which tarnished the local community for years afterwards.

Later, the 67-year-old has incurred judgments both in Norway and Sweden for a number of cases of fraud, where he typically deceived women for money by, among other things, appearing rich and promising them marriage.
For several years, Halvorson has been staying just over the border to Sweden, where his small cabin, according to a judgment from 2022, has been the scene of 13 rapes of 9 women.
According to SVT it makes him one of Sweden’s worst serial rapists.
Lie about job
Last year, the Swedish state channel made an extensive documentary series – «The Sugar Daddy and His Victim» – about the case. There it emerged that the Norwegian featured on websites for “sugardating” – where well-grown men date young women in return for payment and gifts.

On his profile, the “sugar daddy” posted old photos of himself from when he was a bodybuilder, and lied about his position as a successful property lawyer with fashionable homes in Stockholm, London and Marbella, and with plans to get a helicopter licence.
The women received promises of, among other things, several tens of thousands of kroner a month and beauty operations, in return for coming to his stately home at Arvika.
The luxury home turned out to be a dingy living room far out in the open, where several of the women were raped by the man in his 60s who picked them up at the train station – and who looked very different from the profile pictures.

In connection with the documentary, SVT has been in contact with 16 women who claim they were also subjected to abuse, but have not had the courage to report Halvorson.
Zones in Norway
In addition to the Swedish sentence of five years – which also includes eleven cases of buying sex and several frauds – the 67-year-old was sentenced in January 2022 to two years in prison in Søndre Østfold district court for fraud.
– He is now serving both sentences in Norway, states Attorney General Førde.
According to iFinnmark Halvorson is serving time in Østfold prison, Eidsberg ward.
– It’s tough in prison. It is because of what you and your colleagues write
In the SVT documentary, the Norwegian allowed himself to be interviewed in prison. He admits to having deceived the women with the sugar daddy facade – but denies that he raped them.
– What they say, their lawyer has put in their mouths. There is a big difference between deceiving someone and saying they will get money, and being accused of having raped someone, says Halvorson/Sandberg in the documentary.
Single case
When asked if the rape case the 67-year-old is now going to court for is related to the sugar dating cases, Førde notes:
– I notice that the victim is significantly younger than the accused.

The Oslo police and the prosecution are treating the case in question as an individual case, and have no information that there will be more victims in Norway.
– He is charged with one case of rape, where there is neither a distinct aggravating circumstance, nor anything distinctly mitigating, says the state attorney.
Førde reminds that the relationship Halvorson/Sandberg is now being prosecuted for must have happened before the sugar dating cases in Sweden. If he is convicted in the upcoming trial, the sentence will be combined with the other sentences he is already serving:
– There will be a separate punishment, where the court considers what the overall punishment for all the cases would be. Then they deduct from the seven years he is already serving – the rest will possibly be the sentence now.
