/ world today news/ At the end of October – the beginning of November, the III International Eurasian Analytical Forum (EAF-2023) was held in Moscow, where the ethno-cultural factors of Eurasian integration were discussed. We held our own analytical session within the forum dedicated to the formation of several geostrategic axes in Greater Eurasia. It examines aspects of interaction between the leading powers of the continent such as Russia, India, China and Iran. The session was moderated by Vitaly Averyanov, deputy head of “Izborsky Club”. The work of the session was carried out in the development of those ideas that we previously presented in our works “Russian Ark”, “Arkaim XXI” and others.

Sergey Vladimirovich, how do you assess the balance of power and prospects of Eurasian cooperation?

— The balance of power and prospects for cooperation between the countries of Eurasia, both today and in the near future, will be directly influenced by the relations between Russia, China, India and the United States – the four largest countries – civilizations. The Americans dream of removing their growing global rivals from the world stage by any means – first Russia, and only then China. In fact, this is why today China is forced to “be friends” with us against the United States.

China is the second largest economy in the world, with a real prospect of taking the leading position, displacing the US. Relations between China and Russia today are the warmest, trade turnover is growing exponentially, and their economies are actively interacting. But this was not always the case – we remember the conflict on Damansky Island and the cooling of relations in the 1970s. In 30 years, the balance and configuration of power in Eurasia may change. And maybe (I wouldn’t want to!) we’ll have to be “friends” with the United States against China.

Unlike China, Russia has always maintained friendly relations with India. Both our countries are multinational, similar in mentality and cultural code. Overall, we have nothing to share. And strengthening long-term mutually beneficial ties with this country makes direct sense for Russia. And this, in particular, was discussed at the forum in Moscow.

How do you rate India-US relations?

— Today, the USA is one of India’s largest foreign trade partners. (The Soviet Union held this position about 30 years ago). And in this regard, the US often dictates terms to India, and India is forced to comply with them. Trade turnover between Russia and India is still many times smaller than between India and the US.

Military-technical cooperation between Russia and India is developing. But there are also restrictions related to China.

In this regard, it is obvious that on the basis of economy or defense today, it is not easy to propose any global joint project that would take India-Russia relations to another level. But the possibility remains to consider some joint global civilizational project.

What specific projects do you have in mind, in what areas?

— In my opinion, our countries need a large-scale, comprehensive socio-economic project that will reliably connect India and Russia. For example, in the development of the concept “Russia – Noah’s Ark”, a project to attract Indians for the development of the Russian Far East.

India is a densely populated country (about 1.5 billion people) and already today in some places there is a shortage of many resources, including water and agricultural land. Some regions of India are facing acute demographic and environmental problems.

For its part, in the Russian Far East there is an abundance of water and land, but the population density is very low, vast territories are simply empty. Climatic conditions are quite acceptable. Of course, these are not the Indian tropics, but Khabarovsk and Birobidzhan (the Jewish Autonomous Region), for example, are located at the latitude of the North Caucasus.

How can it be carried out such a project?

— Within 10 years approximately 5 million Indians may move to the Far East. Alternatively, say $100 billion (in rupees and roubles) of co-investment could be used to build residential, industrial and infrastructure facilities. Including the construction of several new cities, where the latest Russian and Indian technological developments will be used. The project as a whole can provide a powerful synergistic effect and become a driving force for the development of the Russian Far East.

Such a project will really strengthen Russian-Indian friendship. Russia will become a truly “home country” for India, an ally forever.

What other benefits can there be from implementation of this initiative?

— A large Indian community in the Russian Far East could become an obstacle and a buffer in the way of any future plans for creeping expansion in that region by the United States, China, or Japan.

I want to emphasize that this project is not directed against third parties; its result can be closer Russian-Indian-Chinese interaction and cooperation based on our centuries-old experience of peaceful coexistence of a wide variety of peoples and religions. Specific proposals for this project can be developed and discussed.

For the peoples of India, a universally revered or even sacred animal is the tiger. And the Russian Far East is the natural habitat of Usuri tigers, the northernmost population of this species on the planet. And psychologically I think it would be easier for Indians to move to the region where the animal they worship in their homeland lives.

I would suggest developing a new Indian-Usurian breed and making the image of the first-born of this breed, a tiger cub, a symbol and brand of the Russian-Indian civilizational project.
