Seoul City will improve related systems to prevent reconstruction and redevelopment projects from being delayed due to school land use. Considering the situation where the number of students continues to decrease, the decision to build a school as an urban planning facility will be made only when it is confirmed that it will be built.
On the 13th, the city of Seoul released the ‘School Facility Decision Improvement Plan’ at the Seoul Information Communication Plaza, an information disclosure system. The improvement plan includes a decision to designate land that is likely to be needed for school facilities as ‘public land’ as much as possible. This means that public open space will be changed to a school under urban planning facilities only when the installation of school facilities is confirmed after passing the central investment review conducted by the Office of Education.
Until now, the Seoul Metropolitan Government’s position is that the Office of Education has excessively requested the installation of school facilities in the process of promoting the maintenance project. They explained that because they requested more school facilities than were actually needed, less than half of them passed the central investment review of school facilities by the Office of Education. The problem is that as the school-age population continues to decrease, there is expected to be no demand for new schools. The Seoul Metropolitan Government said, “According to Statistics Korea, the school-age population will decrease to 50% of the 2015 level in 2035.” He continued, “Due to the nature of maintenance projects that take a long time, even if a school was needed at the time of deciding on the maintenance plan, demand may no longer exist at the time of completion,” and added, “This trend is expected to gradually worsen.”
Until now, in order to change land already designated as a school according to urban planning facilities, several procedures had to be followed. This is because schools are usually built through donations. If the donation payment plan is changed, the floor area ratio and member contributions are bound to be different from before. In particular, when approval for the management and disposal plan, which is part 9 of the maintenance project, was completed, there was a high possibility that there would be greater opposition from residents to changing the donation amount. There have been frequent cases of project delays due to conflicts between the reconstruction of Jamsil Jugong Complex 5 in Songpa-gu, Seoul and the redevelopment site in Galhyeon District 1, Eunpyeong-gu due to school site issues. In order to prevent such side effects, the city of Seoul is in the position of first designating it as a public open space rather than a school in terms of urban planning facilities. If it is concluded that school facilities are not needed, the plan is to easily utilize the land as a rest, sports, and storage space.
