The redevelopment association of Jangwi District 10, Seongbuk-gu, Seoul, received confirmation of the redevelopment promotion plan excluding Sarangjeil Church, a large religious facility in the district. Although the district area has decreased, the number of households is the same as before and the floor area ratio has slightly increased.
On the 22nd, the city of Seoul announced that it had held the 12th Urban Redevelopment Committee the day before and approved a revised plan for the ‘Promotion Plan Change for Jangwi 10 Redevelopment Promotion Zone in the area of 68-37 Jangwi-dong, Seongbuk-gu.’ The ‘Jangwi District 10 Project’ is to redevelop an area with a high concentration of single-family homes and villas near Seokgye Subway Station. It was designated as a maintenance area in 2008 and received management and disposal plan approval, the final step in administrative procedures, in 2017.
The gist of the change plan is to exclude religious facilities and set the project area to 91,362㎡, a decrease of 2,675㎡ from the existing area (94,037㎡). The floor area ratio increased slightly from 264.79% to 270.14%. However, the number of households is the same as before, at 2,004 households (341 public housing households). In addition, as religious facilities were excluded from the project, the boundaries of maintenance areas were adjusted and infrastructure plans such as roads were adjusted. Public facilities such as parks and community centers necessary for the region were also placed.
The Seoul Metropolitan Government plans to quickly proceed with the following procedures, including approval for change in project implementation, after deliberation by the Building Committee for Jangwi District 10. Daewoo Engineering & Construction will be in charge of construction. When construction begins in the second half of next year, occupancy is expected to take place in 2028.

Jangwi District 10 has not seen much progress in business due to land compensation issues for Sarang Jeil Church. The union attempted to pay approximately 8.2 billion won and compensation for the religious site as assessed by the Seoul Land Acquisition Committee, but the church requested 56.3 billion won. Accordingly, the union filed a lawsuit against Sarang Jeil Church and won in all 1st, 2nd, and 3rd trials, but encountered difficulties in compulsory execution, and eventually the two sides agreed on 50 billion won in compensation in September 2021. However, even after that, there was conflict over the area of the site where the church was scheduled to be relocated.
The church will be excluded from the redevelopment zone and the church may have to return the deposit received from the union. At the time of compulsory execution, the union paid a deposit of KRW 8.5 billion, but due to collections by Seongbuk-gu Office (approximately KRW 1.187 billion) and seizure of bonds by the Seoul Livestock Industry Cooperative (approximately KRW 4.418 billion), the actual deposit received by Sarang Jeil Church was KRW 2.9 billion.
