Since 2015, the Military Manpower Administration has been disclosing the personal information of evaluators of military service every year and taking criminal prosecution measures. The evacuees of military service that were released this time are those who avoided enlistment from January 1 to December 31, 2019. In March of this year, the Military Manpower Administration provided a preliminary notice to them, gave them an opportunity to call for six months, and then determined the final candidates for disclosure through related deliberations. The most frequent refusal to enlist in active duty (118) followed by violation of the obligatory overseas travel permit (87 non-returned), refusal to convene social service personnel (26), and refusal of military service judgment prosecutors (25).


Seok Hyun-joon must return to Korea before April 1 of last year, when he was 28 years old after obtaining permission to travel abroad, but he is accused of violating this. The reasons for evasion of military service were also listed as’illegal overseas systems’. Under the current law, those who have not yet completed military service are restricted from traveling abroad unless they reach the age of 28. Seok Hyun-jun has not entered Korea for nearly 10 years, and has continued his professional career in Europe, Turkey, and the Middle East.

It is known that the Military Manpower Administration provided a preliminary notice to Hyun-jun Seok before the list was released, and gave an opportunity to call for six months, but did not respond to anything. When Seok Hyun-joon, who is accused of criminal charges, returns to Korea, he is subject to judicial treatment. However, the Military Manpower Administration explained that there is no way to force them to return to Korea under the current law.
