A number of owners of the PS4 version of Control accidentally got access to the next-gen version yesterday.
With that, 505 Games seemed to contradict their own statement about the upgrade. Afterwards, it turns out that it was an error and that there is no intention to provide players with a free next-gen upgrade.

Last month 505 Games indicated that only Ultimate Edition owners can upgrade the game to the next-gen version for free. In other words; people who have already purchased the game are not eligible for the free upgrade.
