Seine-Saint-Denis Senatorial Elections: PCF, PS, and EELV Battle for Seats

As a reminder, the 6 outgoing senators in Seine-Saint-Denis are:

Éliane Assassi PCF Vincent Capo-Canellas UDI Thierry Meignen LR Annie Delmont-Koropoulis LR Fabien Gay PCF Gilbert Roger PS

Six years after winning a seat from the PS, the PCF intends to maintain its roots in Seine-Saint-Denis. “I am the only outgoing left-wing senator and we will do everything to keep our second seat“, assures Fabien Gay, Eliane Assassi, the president of the communist, republican, citizen and environmentalist group (CRCE) in the Senate, having decided not to run again.

On the left, the challenge of maintaining the PCF and a third seat for EELV

The elected communist puts forward a list “like the territory made up of the PCF, Génération.s and citizens including two mayors, two deputy mayors and a municipal councilor“.

We have a solid foundation, we gather even beyond the left and I can rely on my track record with 3,500 interventions Senate“, defends the elected official while looking perplexed at the multiplication of lists on the left. “I’m not going to criticize what others do. They have the right, it’s democracy. We proposed the gathering because at the end of the vote we will need senators with experience and immediately combatives”, he insists, listing the thorny debates to come on the law on immigration, the Social Security budget and “a national budget that stifles local communities“.

The two communist seats are all the more coveted since the PCF lost two significant cities during the 2020 municipal elections: Saint-Denis, since led by a PS majority, and Aubervilliers, conquered by the UDI. That is, several dozen fewer electors.

The PS thus displays its desire for reconquest. While the outgoing socialist senator, Gilbert Roger, announced in July that he was leaving politics, it was Corinne Narassiguin, national secretary for coordination and resources of the PS, who was appointed to lead a list bringing together the socialists and EELV.

We are the only list capable of electing several senators on the left and stealing a seat from the right“, assures the former disappointed candidate in the 2021 departmental elections. She is banking on at least two seats which will come back in fact to two socialists (Adel Ziane, the deputy mayor of Saint-Ouen being in second position on the list).

But the real challenge will then be to seek a third seat, which would go to the elected environmentalist from Bagnolet Anne de Rugy. If it recognizes that the objective is “complicated“, Corinne Narassiguin estimates between 300 and 400 the number of electors who can still make the difference.” Beyond socialists and ecologists, there are also many elected officials from union and association movements, personalities like François Dechy [ndlr, le maire de Romainville].”

If the PS-EELV alliance is campaigning in good harmony with the PCF, Corinne Narassiguin on the other hand criticizes the risk of dispersion of votes with the other left-wing lists. Starting with that of LFI. “Unfortunately, there is always this temptation to campaign, but these applications are not heard“, she comments.

Enough to make Bally Bagayoko, the head of the LFI list in Seine-Saint-Denis, jump. “We will not apologize for representing our ideas, for being consistent with the principles that founded Nupes during the 2022 presidential election and for presenting a list representative of Seine-Saint-Denis, with this issue essential to defeat the right and the extreme right“, reacts the former elected official from Saint-Denis. “The truth is that during these senatorial elections, we are once again witnessing these old machine reflexes which have already disgusted many people with politics.“, he breathes.

In addition to LFI, the “unionist” PS-EELV list will also have to count on two other lists classified as “miscellaneous left”: the one led by Natasho Aden, opposition municipal councilor in Stains and the one presented around Ahmed Laouedj. “There will be surprises on September 24“, hopes by the president of the radical left party (PRG) in Seine-Saint-Denis, which carries, in his words, “a transpartisan, local and representative list of the department.” “We want to be elected to the Senate to work on very concrete issues like the revaluation of the status of elected officials or education. However, there are 50 to 60% of the elected representatives of the department who are without label, who do not recognize themselves in the traditional parties“, he analyzes.

To further complicate the equation, Brahim Chikhi, former financial assistant to the mayor (PS) of Saint-Denis, also submitted a list under the name “Repair the republic, defend our values” while Géraldine Dauvergne defends an alternative environmentalist list . (Breathe in Seine-Saint-Denis).

On the right, a third seat in line of sight

The hypothesis of a dispersion of votes is also present on the right. During the summer, the composition of the LR list behind Thierry Meignen had even put party unity in the department to the test, pushing Christian Demuynck, the mayor of Neuilly-Plaisance, to launch a call for unity. At issue is the name of the candidate in second position, that is to say the one most likely to be elected to the seat of Annie Delmont-Koropoulis who is not running for re-election. It was ultimately the national investiture commission which decided in favor of Séverine Maroun, first deputy mayor of Aulnay-sous-Bois, to the detriment of Brigitte Marsigny, mayor of Noisy-le-Grand.

For the vote, the LRs look especially towards the center and the list of “gathering of democrats, gaullists, liberals and centrists” from another outgoing senator, Vincent Capo-Canellas (UDI).

As in Val-de-Marne, the UDI parliamentarian is this time supported by the presidential majority. If its list includes no less than four UDI candidates, including Aude Lagarde, mayor of Drancy in 2nd position, it also makes room for Horizons and Renaissance, and is also supported by Modem. A list “representative of all moderates”, defends the outgoing senator. “Almost all UDI mayors have Modem and Renaissance elected officials in the majority”, recalls the elected official who is nevertheless part of the senatorial majority, with the right. But “the senatorial majority is very open”points out the elected official who pleads for the simplification of the “territorial millefeuille” to “restore autonomy” to the municipalities. “Our group votes according to the texts and tries to build compromises. Today, the deadlock situation in which the country finds itself is not tenable with four years left with the next presidential election.”

“The UDI made a Macronist list with people from Renaissance or Horizons. What we say to elected officials is that we will sit in opposition to President Macron to defend real decentralization.“, stands out Thierry Meignen.

RN and Reconquest are counted

Without municipal roots in the department, the senatorial election promises to be more difficult for the RN, whose list is led by its departmental delegate, Sébastien Jolivet. The same problem arises for Reconquête, several activists of which appear on the list of the Raincy municipal councilor, Pierre-Marie Salle.
