A government amendment deals with the territorial organization of emergency services. It enshrines in law the access to care service (SAS), which already exists in experimental form in the territories, so that the experimentation can continue. The SAS, which was provided for in the Pact for the refoundation of emergencies of September 2019, is a new orientation and guidance service in the health system. It allows cooperation between the city and the hospital in access to unscheduled care. At the start of 2021, 22 pilot territories are implementing this new mixed city-hospital regulation. They are experimenting with this new model throughout 2021, before its generalization.
The text also allows to develop “My Handicap Course”. Project management is entrusted to the Caisse des Dépôts et Consignations. This digital platform of information and services for people with disabilities and their caregivers must simplify their administrative process, which is far too complex today. It will include by 2025 all the steps that people with disabilities may need to take, with the development of teleservices.
The Senate specified that the physical and telephone reception complementary to the platform is provided by the department, associated the departments, reference levels for autonomy, in the definition of the personalized services offered by the platform and provided for the designation of a disability referent in emergency services, the access to care service and health establishments.
Measures on the simplification and governance of mutual societies complete the text.
