Security Guard-Cleaning Service Becomes Outsourced Following the Abolition of Honors in 2023, What’s the Salary?

JAKARTA, KOMPAS.TV The Ministry of State Apparatus Empowerment and Bureaucratic Reform (KemenpanRB) confirmed that the honorary status would be completed in 2023, so that there were no longer honorary employees in government agencies.

“Government agencies are given the opportunity and time limit until 2023 to resolve the issue of honorary staff which is regulated through the PP,” said Minister of Administrative and Bureaucratic Reform Tahjo Kumolo in a written statement, Wednesday (1/19/2022).

Tahjo emphasized that from 2023 there will only be Civil Servants (PNS) and Government Employees with Work Agreements (PPPK).

Tjahjo explained, the recruitment of honorary workers that the local government continues to do is a concern in itself.

According to him, this is because it is not in accordance with Article 8 of PP Number 48/2005 concerning the Appointment of Honorary Personnel to Candidates for Civil Servants. As well as Article 96 of PP Number 49/2018 concerning First aid Management.

Tjahjo said that the article clearly prohibits the recruitment of honorary workers.

“The recruitment of honorary staff that continues to be carried out certainly disrupts the calculation of the need for ASN formations in government agencies,” he said.

In addition, according to Tjahjo, the recruitment of honorary workers has made the problems of honorary workers endless.

“Therefore, an understanding or sanctions are needed for agencies that are still recruiting temporary workers,” he said.
