JAKARTA, KOMPAS.com – Director General of Arrangement Agrarian Ministry Agrarian and Spatial Planning / National Land Agency (ATR / BPN) Andi Tenrisau assessed that sectoral egos are still an obstacle in carrying out reform efforts agrarian in Indonesia.
“Coordination looks very simple but in its implementation it certainly requires a smart strategy to be able to collaborate with all sectors,” said Andi Tenrisau in the statement quoted. Kompas.com, Sunday (07/03/2021).
According to Andi, the problem that often occurs in the field is tough coordination, for example between the Ministry of ATR / BPN and the Ministry of Environment and Forestry (KLHK).
Therefore, win-win solution settlement related to this land, especially between Ministry and institutions.
“So that everyone can feel they have a contribution because the purpose of this Agrarian Reform is very good, namely for the welfare of the community,” he said.
Previously, the Secretary General of the Consortium for Agrarian Reform (KPA) Dewi Kartika criticized a number of policy issues related to land.
One of the main highlights is the priority task of the ATR / BPN ministry, namely completing the dualism defense policy in Indonesia.
According to Dewi, so far, land policy is not fully in the hands of the ATR / BPN Ministry.
But there is also forestry land which is managed by the Ministry of Environment and Forestry (KLHK).
Dualism of land management forest area and non-forestry ultimately resulted in overlapping policies due to sectoral egos between these two ministries.
“The ATR / BPN Ministry manages only 31 percent of land and plantations, while the Ministry of Environment and Forestry controls 69 percent of forest land in Indonesia,” said Dewi.
Therefore, the Ministry of ATR / BPN must reform policies and laws related to land management in Indonesia. So that the entire management can be carried out by one ministry only.
“Plantation land and forestry are in principle the same. If the control of this land is managed by one ministry, it will be very easy to arrange the land,” he said.
Dewi explained that due to the dualism of land management, there are many former forest areas that have become residential areas, but they still have the status of forest areas.
“It is strange that a settlement has become a forest area,” added Dewi.
