As PLO reported, on January 24, the Police Department investigating crimes related to corruption, economics, and smuggling – the Ministry of Public Security prosecuted and temporarily detained Mr. Tran Duc District, Secretary of the Lam Dong Provincial Party Committee, to Investigate abuse of position, power and authority while performing official duties.
Previously, on January 2, this agency also arrested Mr. Tran Van Hiep, Chairman of Lam Dong Provincial People’s Committee to investigate bribery.
Both the Secretary and Chairman of the People’s Committee of Lam Dong province were arrested in connection with the Dai Ninh commercial urban area and eco-tourism resort project.
According to records, nearly 14 years ago, on December 30, 2010, South Da Lat Urban Area (now Dai Ninh Commercial Urban Area, Ecotourism Resort project) of Dai Ninh Investment Joint Stock Company Saigon – Dai Ninh tourism was granted an investment certificate by Lam Dong Provincial People’s Committee for Saigon Dai Ninh Tourism Investment Joint Stock Company.
However, in the process of being allocated land and forest by Lam Dong province to implement the project, the investor lost over 368 hectares, of which 257 hectares were destroyed, and people encroached on 111 hectares.
On June 12, 2020, the Government Inspectorate issued inspection conclusion 929/KL/TTCP and requested the People’s Committee of Lam Dong province to terminate operations and withdraw this project.
Having had its operations terminated and the project revoked, Saigon Dai Ninh Company has sent a review and recommendation to the Prime Minister, the Government Inspectorate, Lam Dong Provincial People’s Committee and relevant departments for the company to continue. continue project implementation and restore financial obligations.
Since then, on March 1, 2021, the Government Inspectorate established a working group to Lam Dong province to re-evaluate issues related to the Saigon Dai Ninh project.
After the working group inspected and verified the content of the company’s recommendations, on June 30, 2021, Mr. Tran Van Minh – Deputy Inspector General of the Government signed inspection conclusion No. 1033/KL-TTCP.
This new conclusion has amended a number of contents of inspection conclusion No. 929/KL-TTCP issued previously such as: withdrawing the request to terminate operations and recover land for the project of Saigon Dai Company. Ninh; At the same time, we request the People’s Committee of Lam Dong province to continue to delay, adjust and extend the project.
When there was a new inspection conclusion, in November 2021, Saigon Dai Ninh Company issued a document requesting to adjust the total investment of the Dai Ninh commercial urban area and eco-tourism resort project from 25,243 billion VND. VND to 30,291.6 billion VND (up 20%).
It was from the issuance of the inspection conclusion and then amending the inspection conclusion No. 1033/KL-TTCP that the entire working group verified the content of the recommendations of Saigon Dai Ninh company, including Mr. Le Quoc Khanh – Deputy Director of the Department. 2 Government Inspectors (team leader); Mr. Hoang Van Xuan – main inspector of Department 2 of the Government Inspectorate (deputy group leader); Mr. Nguyen Nho Dinh – Inspector of Department 2 of the Government Inspectorate and Mr. Nguyen Ngoc Anh – Chief Inspector of Lam Dong province were both prosecuted and arrested.
After C03 arrested Mr. Tran Ngoc Anh – Chief Inspector of Lam Dong province to investigate bribery, C03 continued to expand the investigation and arrested Chairman of the Provincial People’s Committee Tran Van Hiep for the same bribery act. .
Previously, on January 15, 2023, the Ministry of Public Security prosecuted and arrested Mr. Nguyen Cao Tri, the project investor. On the morning of March 4, Mr. Tran Van Minh, Deputy Inspector General of the Government, passed away due to a stroke.
Mr. Minh was admitted to the hospital in a state of cardiac arrest and respiratory arrest. Although doctors treated him diligently, he did not survive.
