The big mess of social distancing on public transport yesterday produced yet another head-on and a potential short circuit between state decisions and regional ordinances. After the announcement, followed by controversy and concern by scientists and local administrators, that high-speed trains had started traveling again in full – the Dpcm of July 14 provided, in the presence of specific conditions, the derogation from social distancing -, is after the order signed Friday evening by the governor of Lombardy Attilio Fontana, who allows 100% of the seats to be occupied on regional trains, buses, trams and subways, Health Minister Roberto Speranza yesterday afternoon blocked with an ordinance derogating from the distance of one meter on long-distance trains. A specific sector, therefore, even if, in communicating it, the minister generically speaks of “means of transport”: “It is right that the safety rules applied so far remain in force on trains – he writes on Facebook -. We cannot afford to lower the level of attention. For this reason, I signed an ordinance that reiterates that in all closed places, open to the public, including means of transport, the spacing of at least one meter and the obligation to wear a mask remain mandatory “.

Atm, which together with Trenord should have started to eliminate signs and stickers which so far indicated the prohibited places, yesterday suspended all activities waiting for a communication from the Region. Instead, which confirmed its ordinance, “pending specific evaluation of the contents of the new ministerial provision and with a view to a fruitful comparison with the Government and the Conference of the Regions”. Therefore, not a wall against a wall, they explain from Palazzo Lombardia, but an availability of adaptation in the event that also the local public transport falls within the reasoning of the minister. Also because, as explained in the Dpcm, the introduction of less restrictive measures than those arranged on a national basis is to be considered illegitimate. For this reason, ATM addresses directly to Speranza: «Faced with the various ordinances issued in the last few days, the transport managers do not know which to follow – says Atm general manager Arrigo Giana -. I therefore formally ask the Ministry of Health to clarify what the provisions on the distancing to be respected for public transport are ».

In a note the Region explains that the decisions made on Friday “In addition to being in line with the results of the health data relating to Lombardy in recent weeks, they point to an alignment with what has already been put in place for some time, in the area of ​​local public transport, by neighboring regions”. The Tpl of Piedmont, Liguria, Emilia-Romagna and Veneto already travels at 100% of the seats. “All this – concludes the note – also with a view to giving the possibility to those who manage the local public transport, to plan and” experiment “new actions in view of the resumption of school activity in September”. In Lombardy, therefore, 100% of seats can be used on public transport. At least for now.
