In the 2024 presidential election, which will be held on November 5, in addition to elections to select elected officials who will lead the federal, state, county, and independent city governments, there are also citizen initiatives that will determine the direction of tax policy of each local government in San Diego County. Voters will choose. Let’s learn about the major local resident initiatives (Measure) proposed in this election.

Measure E: San Diego City proposes 1% sales tax increase

The proposal proposes to increase the city of San Diego’s sales tax by 1% from the current 7.75% to 8.75%, and to use the annual financial resources of 360 to 400 million dollars raised through this to repair and expand outdated infrastructure throughout the city. It is being done.

Supporters of this plan emphasize that it can be used to improve San Diego’s sewage system and roads, which are the city’s most pressing issues, and to build or maintain new libraries and parks. On the other hand, opponents fundamentally agree with expanding infrastructure, but argue that unconditional tax increases are not the only solution.

Measure G: San Diego County sales tax increase proposal of 0.5%

Some environmental protection groups and labor groups have proposed raising the county sales tax by 0.5% from the current level to raise the funds needed to make major improvements to the county’s public transportation system. They argue that residents need a public transportation system that is more reliable, cheaper, and more convenient to use.

Those who oppose this plan, including the San Diego County Taxpayers Association, say that simply raising the sales tax will not solve the problem because the public transportation system is complex beyond imagination.

Measure F: Chula Vista city sales tax increase proposed by 0.5%

A proposal to increase sales tax by 0.5% from the current level to raise funds to improve various public facilities and infrastructure. The Chula Vista city government predicts that if this plan is approved, it will be able to secure $37 million annually.

Measure M: Delmar City Occupancy Tax (TOT) Implementation Proposal

A proposal to charge TOT to guests of short-term rental housing (30 days or less) and similar facilities and to allow companies that make online reservations for hotels in the area to collect the TOT and pay it to the city government. Through this, the city of Del Mar estimates that it will be able to secure an annual budget of about $775,000, which can be used to improve local tourism infrastructure.

Measure K: Encinitas proposed 1% sales tax increase

A proposal to increase the sales tax by 1% from the current level to raise the budget needed to maintain the safety and cleanliness of parks, beaches, and public facilities in the district. Officials expect to be able to raise $15.4 million annually.

Measure R: New national city special district tax

A proposal to establish a special district tax, where tax rates are set according to the characteristics of the property owned by residents, and use it to repair and maintain public roads and parks. It is expected that approximately 1.7 million dollars of finances will be secured annually.

Measure S: Santish City sales tax increase proposed by 0.5%

The proposal is to raise sales tax by 0.5% from the current level to provide financial resources to expand the city’s firefighting and emergency response services.
