The cabinet has decided to change two Corona ordinances and thus initiated the first cautious openings.

The number of infections has been falling in most parts of the country for weeks. That is why the state government has now made the first adjustments in order to gradually reopen public life in Schleswig-Holstein. In principle, primary schools can resume face-to-face operations from Monday (February 22), daycare centers, day-care centers and day care centers will return to regular operations under pandemic conditions.
No openings in five municipalities
Exceptions apply to districts and urban districts with a dynamic infection rate or if these have recently fallen below the threshold of 100 new infections per 100,000 inhabitants, since the infection rate there does not yet allow daycare centers and schools to open immediately. In these regions, emergency care for children up to 6th grade remains for the time being. The municipalities implement the regulations on site by means of corresponding general decrees and announce them. The previous restrictions currently apply in the following parts of the country:
- City of Flensburg,
- Schleswig-Flensburg district,
- Pinneberg district with the exception of the island of Helgoland,
- City of Lübeck,
- District of the Duchy of Lauenburg.

In day-care centers and day-care centers, parents and employees are required to wear an extended mask. In principle, all adults in daycare centers and the associated outdoor areas must wear a medical mask, so-called surgical masks. However, in certain situations caregivers can remove the mask, for example to comfort a child.
Relaxation of the contact restrictions
The adopted changes to the Corona Fighting Ordinance apply from February 20 and include, among other things, the first easing of the contact restrictions. So it remains with the rule that each household may meet a maximum of one other person. In future, however, children under the age of 14 will be exempt from this rule.
In addition, new regulations apply to extracurricular educational institutions and therapies:
- Integration courses that prepare for exams and related language, professional language and initial orientation courses will be permitted again in the future.
- Practical driving lessons for job-related training are possible again.
- Group therapies prescribed by a doctor or psychotherapeutic group may also take place again.
Aggravations in the northern part of the country
Due to the special location in the city of Flensburg and in the Schleswig-Flensburg district, the above-mentioned adjustments are not implemented here. In the city of Flensburg, more stringent contact rules and exit restrictions apply. Read more
In addition, the country has adapted the decree on the obligation to test and provide evidence for travelers from Denmark. This means that from Monday (February 22), cross-border commuters must be able to present a negative antigen rapid test result that is not older than 72 hours each time they enter the country. So far, a negative result per calendar week was sufficient.
Further changes announced
The amended ordinance will apply until February 28, 2021. From March 1, there will be further adjustments, such as the openings for hairdressers. However, the basic condition for this is a positive development of the infection process.
