A new scandal involving a public procurement conducted by Georgi Tityukov is flaring up in the Municipality of Plovdiv, “Focus” reported. It is for a project for the construction of a new administrative building on “Trapezitsa” street for the “Social Policy” Directorate. It turns out that the project will not be realized, and the money was irregularly taken from the activities delegated by the state.
The public order is from the end of 2022, when as Deputy Mayor for Social Activities Georgi Tityukov launched the procedure for 2.4 million BGN for the construction of the building in the city center next to the 4th RU.
The funds are for social services from the activities delegated by the state, and in less than a month he managed to choose an executor. This is the company “H.S. Business Companies” EOOD, with which a contract is concluded for the estimated value. The company was supposed to finish the new building in a year and a half, but to this day nothing has been started on it. The reason – the money was taken illegally, and also the project does not have a building permit, because the parameters of the property do not allow it.
The most scandalous thing is that according to the contract, the Municipality of Plovdiv pays a 50% advance to the company, which is registered in the village of Laga. Thus, the company takes BGN 1.2 million, which to this day is still in its accounts.
The Municipality of Plovdiv sent a letter to the manager of HS Business Companies EOOD Hristo Shakhanov with the request that the funds be restored to the accounts of the Municipality of Plovdiv and that the contract be cancelled. However, it is not clear whether they are available in the company, especially since they are paid without a bank guarantee, only on the basis of insurance.
This is another public procurement by Georgi Tityukov, which raises doubts about abuses and inappropriate spending of public funds. At the last session of the Municipal Council, Georgi Tityukov was accused of incompetently leading projects for 11 million BGN. Because of this, the local parliament transferred millions of interest-free loans to European projects, on which serious financial corrections are expected.
At the same time, the department for social activities continues to be held by a representative of “Causa Bulgaria” and close to Tityukov – Nikolay Bukhalov.
