On Saturday 21 November 2020, at 11 am in the square of the Spedali Civili in Brescia, an event will take place for public health, the right to health and access to care for all and all. The initiative is promoted by the city network “Everything is not going well”. The set of grassroots organizations, health workers and individuals who make up the coordination – as part of the national day of presentation of the manifesto of the “Society of Care” – return to denounce the disastrous management of the health emergency from part of the Lombardy Region (but also at the national level), also bringing solidarity and support to hospital staff, again subjected to stressful conditions to cope with the persistence of the Covid-19 pandemic, especially due to what the institutions had to do to strengthen the response of the health system in view of this “second pandemic wave”, and which has not been done.

Healthcare in the Lombardy Region is organized according to models that are all different from those designed with the establishment of the National Health Service (SSN), which should have been free, universal and secular, with the task of managing all aspects of health: Prevention , Care and Rehabilitation.
Thus we found ourselves facing the pandemic with ATS – which are responsible for the governance of infectious diseases in the area, or the strategic task of tracing cases and isolating contacts – completely devoid of resources and skills; the medicine of the territory progressively dismantled, with the consequent lack of the ability to provide the first care to the sick, leaving all the burden on the shoulders of family doctors and with little or no operational indications and means of protection. As a result, hospitals were overwhelmed by the huge number of patients to be cared for.
In this widely anticipated “second pandemic wave” everything is repeating itself the same way!
The causes of the pandemic are certainly multiple, as well as the responsibilities in its mismanagement are attributable to several levels, but the inadequacy of the Lombard model is evident, just as the professional and managerial inadequacy of the managers of this region, captained by the duo Fontana-Gallera.
In Brescia, only a few weeks ago, a territorial structure has finally been functioning where it is possible to diagnose Covid-19 without going to the emergency room. It was strongly supported by local realities and built with funds raised by citizens. Meanwhile, the Spedali Civili are progressively transformed into a sort of large-Covid center imposed by the Region while all the local institutions, health workers and doctors, asked for this to be carried out outside the civil, so that our hospital could continue to assist the other patients. Now, however, specialist visits are once again suspended and non-Covid patients, or in any case not in danger of life, are directed to private structures in the city, which in this way will be able to return to claiming further public funding.
Since last March the health and social health workers have been subjected to enormous physical and mental fatigue. Today, faced with the second wave, healthcare personnel will have to face a new period of great stress because, during the summer, nothing that needed to be done has been achieved: new hires have not arrived, local health has not been strengthened. , an effective plan for the distribution of the flu vaccine has not been organized, hospitals have not been organized in order to guarantee treatment for non-Covid patients.
