Sappe, SOS crime in prisons: «De Luca intervene»

There is a crime alarm in the prisons of the Campaniatoday crowded from beyond 7,500 prisoners (beyond 2.000 on average in Poggioreale prisona Napoli) after the latest discoveries of narcotic substances and latest generation mobile phones and the daily repetition of critical events against Penitentiary Police personnel by the violent fringe of prisoners, not adults but also confined in juvenile prisons. And the alarm raised months ago is once again explosive Autonomous Penitentiary Police Union on the use by criminals of the expedients used to get people to the detention facilities of the Region cell phones e drugamong which there is also the use of drones.

The investigative hypotheses

The complaint is from Tiziana Gucciregional secretary for Campania of SAPPE, who appeals to the president Campania region, Vincenzo De Luca, and to the prefects of Avellino, Benevento, Caserta, Naples and Salerno so that they pick up the cry of alarm and take an active part in the Government and the competent institutions: “The latest discoveries in the cells and the episodes of violence between the bars of the regional prisons confirm all the investigative hypotheses regarding the now full-blown phenomenon of illicit trafficking, a phenomenon also favored by the freedom of movement of prisoners following the open custody regime and the current operational criticalities, in which the Penitentiary Policewith minimum levels of security“.

The drone case

I would like to point out that in several prisons in Campania the illicit use of drones to bring cell phones, drugs and even weapons into prisons has been ascertained. The problem of drugs entering prison it is now an increasingly frequent question, due to the many drug addicts confined in Italian structures”. Guacci denounces: “From the data in our possession we know that almost 30% of people, Italian and foreign, detained in Italy, i.e. one in three, have drug problems, and their presence has always caused significant problems both for the management of these people at within an environment that is in itself so problematic, both due to the complexity that the treatment of this disease state entails. Also noteworthy is the impact on the precious, day-long work carried out by the women and men of the Penitentiary Police Force in Campania detention centers”.

The mobile phones

The trade unionist highlights that “despite the introduction of an ad hoc crime in ours Penal Code, which provides for a sentence of 1 to 4 years in prison for anyone who illegally introduces and possesses a mobile phone in prison, this has not had the desired effects; the only possible deterrent remains the shielding of the institutions to make the telephones unusablei”.

Il pressing

The SAPPE has requested on several occasions the intervention of the Ministry of Justice and the national bodies of the Penitentiary Administration to evaluate the work of the Regional Penitentiary Superintendent Lucia Castellano: it is pleasing to learn that today other trade unions have also moved away from their torpor and share the calls of the SAPPE”, he adds Donato Capecesecretary general of SAPPE. “In my constant and continuous visits to the Campania penitentiaries I have met and still meet the policemen who work there every day with great professionalism, a spirit of self-sacrifice, a sense of duty and of the institutions, with humanity, despite the fact that a good part of the prisons are marked, some more some less, by organic, organizational and internal security deficiencies, a consequence of evidently unsuccessful regional management and coordination: I am thinking, for example, of the many and continuous mobility measures in the regional context”.

Appeal to the Region

“Because of this”, highlights the SAPPE leader, I believe that the Campania Region and the institutional representatives of Campania cannot overlook the critical issues and penitentiary problems, but rather be involved in their solution to give meaning to thearticle 27 of the Constitution which aims at the re-educational treatment of the sentence. We need the strong and clear presence of the State, which cannot tolerate even widespread impunity, and urgent and effective measures are needed to re-establish order and security, truly implementing that zero tolerance towards those violent prisoners who, even in prison, are convinced of to be able to continue to commit crimes with absolute impunity!”, conclude.
