San Francisco: Substance abuse in the US metropolis has gotten out of control in places. The city declared a state of emergency for a neighborhood in the center. According to the authorities, at least two people die every day from an overdose – mainly synthetic drugs. The city speaks of a public health crisis that needs a decisive response. Last year, San Francisco recorded more than 700 drug deaths – more than ever before. The declaration of a state of emergency allows the authorities to set up emergency shelters and advice centers unbureaucratically.
