While from San Marino you can enter Italy without problems and thanks to mass vaccination with the Russian Sputnik vaccine, the same fate is not reserved for those coming from Russia: those who take a flight from Moscow, St. Petersburg or other places in the infinite Russian territory will have to show the certificate of a negative molecular swab carried out in the previous 48 hours but undergo, in any case, a 10-day fiduciary isolation.
The Russian “mystery”
It was a reader of the Giornale, who lives in Russia, who pointed out this oddity: if he wanted to return to Italy, he could do it only with extreme difficulty, unlike what happens in the microstate within the Italian territory. We documented what is reported on “Safe travel“, the web portal of the Crisis Unit set up by the Ministry of Foreign Affairs and International Cooperation. Our reader is right and we explain why: the current Italian legislation governing arrivals from abroad is valid from 16 May as at 31 July and identifies five lists of countries to which different measures apply.cast “A“are part only San Marino and Vatican City for which “at the moment, there are no restrictions on travel“, this means that the people of San Marino can move freely in Italy without showing any certificate or swab. List” B “, on the other hand, includes”States and territories with low epidemiological risk that will be identified, among those referred to in list C, with an order adopted pursuant to article 49, paragraph 2 of the Prime Ministerial Decree of 2 March 2021. At the moment, no state is included in this list“.
Why does Russia not appear?
Let’s go and see which countries are on thelist “C“and the mystery deepens: 35 countries of the European continent, practically almost all, but Russia is not there: as far as we know, the epidemiological situation in the Russian territory is under control and an average of 10 thousand cases per day, more or less as many as we have in Italy. The countries included in this list, from Austria to Norway via Cyprus and Andorra, “the movements are allowed without the need for motivation“. The only thing that you will have to have available will be a negative molecular or antigenic swab carried out in the previous 48 hours. Only if you cannot present this certificate, only in that case you will have to undergo a 10-day fiduciary isolation and carry out a molecular or antigen test at the end of that period.But, in all, Russia where is it? Going to see thelist “D“, we read that those coming from Australia, Canada, Japan, New Zealand, the Republic of Korea, Rwanda, Singapore, the United States and Thailand,”according to Italian law, travel to / from these countries is allowed without the need for a motivation (subject to any restrictions placed in Italy at a regional level)“.
Unequal judgment: the possible causes
All that remains iscast “E“, where is the”Rest of the world, i.e. all States and Territories not expressly mentioned in other lists“. Russia, therefore, falls on this list with the highest restrictions. “Travel to / from the rest of the world is only permitted in the presence of precise reasons, such as: work, health or study reasons, absolute urgency, return to one’s home, home or residence. Therefore, travel for tourism is not allowed“. Our reader, as well as Russian citizens and Italians residing in Russia, must not only have a proven reason but, in case of departure, they must still show a negative test carried out in the previous 72 hours and”in any case undergo fiduciary isolation and health surveillance“.
Why this disparity of treatment if the Russian vaccine used in San Marino, Sputnik V, is also used (obviously) in Russia? Perhaps, very simplistically, because San Marino is in Italy and the government does not treat the population as those who need three hours of flight to reach our country; or because San Marino is a small community, already made safe by the vaccine, so much so that a “vaccination tourism” is starting for those coming from abroad (not for Italians) which includes a hotel + vaccine package. In any case, ours are only hypotheses: as long as the Italian ministry does not justify the choice to exclude Russia from safe countries, the mystery deepens.
