For which irregularities is the amnesty prepared
In the MIT note there is also a case study of interventions under the umbrella of the amnesty:
- formal discrepancieslinked to the interpretative uncertainties of the current regulations;
- ‘internal’ building discrepanciesconcerning individual real estate units, to which the owners have made slight changes (partitions, mezzanines, etc.);
- discrepancies that could be remedied at the time the intervention was carried out, but cannot be remedied today due to the “double compliant” regulation which does not allow obtaining permission or reporting in amnesty for many interventions, dating back over time.
And again to allow changes of intended use of properties between homogeneous categories.
“These guidelines – explains the Ministry – on which the offices have moved, also following the proposals collected in previous meetings on the topic, and which led to the draft legislation, were presented during the meeting on the housing plan, held at the MIT in the presence of the deputy prime minister and minister Matteo Salvini with the Dipe (department for the planning and coordination of economic policy) and around 50 institutions, bodies, associations, professional orders and foundations in the sector”.
The rationale – it is explained – is to protect small property owners who in many cases have been waiting for decades for their positions to be regularized and who are often unable to renovate or sell their home. At the same time deflate the work of the municipal technical offices, often overwhelmed by requests for amnesties. In light of administrative simplification and efficiency, it is also planned to intervene on administrative procedures to guarantee citizens certain answers in certain times.

“We expressed our appreciation to Minister Salvini”, says the president of Confconstruction Giorgio Spaziani Testa: “This is a set of measures whose approach we agree with, aimed at guaranteeing greater certainty for owners and facilitating the marketing of properties. Naturally, we will be able to express a definitive judgment when we read the text of the expected decree-law.”
The owners’ association also “reaffirmed the need to work with the entire government in order to include in the housing plan measures that we consider essential to facilitate access to housing, such as the elimination of the IMU for rented homes with an agreed fee and the overcoming of delays in the execution of evictions”, further explained Spaziani Testa.
