As part of a study conducted among 12 municipalities with 10,000 inhabitants or less, the Quebec Municipal Commission came to the conclusion that in each of these municipalities there were gaps in the process of accepting the different municipal regulations. The decision was made in a report filed earlier this year.
“As part of the study related to the process that governs the adoption of regulations, a proposal was made to the parish city of Sainte-Rose-du-Nord. The vice-president of the investigation appreciated the first action plan that the city put forward. At that time, it was hardly plausible that the main defects would be corrected or would be corrected and that the proposal made would be implemented within the -specified period,” said the commission’s report.
“Considering the issues related to the first action plan, the region of Sainte-Rose-du-Nord presented us with a new action plan in June 2024. This action plan was analyzed and it is now plausible to us. the defects have been corrected or are being corrected. Therefore, we encourage the city to carry out these actions in order to make the necessary improvements to operations and internal controls around the entire process that governs the adoption of the regulations, ” continued the authors of the report.
Those responsible for inspections at the City Commission indicated, however, that additional verifications will be made in the future to determine whether the city has made all the necessary changes in the lap processes – the adoption of that by-law.
In most cases, the issues related to details related to the publication of regulations, the date they came into force and other technical details. However, the auditors noted more gaps in the adoption of municipal planning regulations due to the complexity of this municipal obligation.
