Sah! DPR Blesses PMN Injection of Rp 5.48 T for BNI & BTN in 2022

Jakarta, CNBC Indonesia – The plan to strengthen capital for two state-owned banks PT Bank Negara Indonesia (Persero) Tbk (BBNI) and PT Bank Tabungan Negara (Persero) Tbk (BBTN) worth a total of Rp 5.48 trillion has been approved by Commission VI of the DPR RI.

This state injection fund will be allocated in the State Capital Investment (PMN) for the 2022 fiscal year.

This was decided in a working meeting of the Minister of State-Owned Enterprises (BUMN) Erick Thohir with Commission VI of the DPR RI, Wednesday (22/9/2021).

“Commission VI of the DPR RI has approved the proposed additional 2022 budget for BTN and BNI,” said Arya Bima, chairman of the Commission VI working meeting, Wednesday (22/9/2021).

In detail, the funds to be given to BNI are Rp. 3.5 trillion, while for BTN it is Rp. 1.98 trillion.

In addition to the two banks, other SOEs that also received additional PMN proposals for next year’s budget are PT Hutama Karya (Persero) worth Rp 7.5 trillion and holding aviation and tourism that will soon be, namely PT Aviasi Wisata Indonesia (Persero) amounting to Rp 7.25 trillion.

“The leader’s permission was just informed, the result of the Banggar meeting [Badan Anggaran] and the Ministry of Finance, at that time Commission VI also encouraged several companies to receive PMN assistance. At that time what was called BTN, BNI, tourism holding. Sorry, just got the information, they have already knocked on approval,” Erick said on the same occasion.

This additional budget coincided with the approval of the PMN budget for five other SOEs, namely Perum Perumnas Rp. 1.57 trillion, PT PLN (Persero) Rp. 5 trillion, PT Hutama Karya (Persero) Rp. 23.85 trillion, PT Waskita Karya (Persero) Tbk. 3 trillion, PT Adhi Karya (Persero) Tbk Rp 1.98 trillion.

Previously reported by CNBC Indonesia, BNI has prepared a plan to increase capital through the issuance of new shares with Pre-emptive Rights (HMETD) or rights issue worth Rp 11.7 trillion in the next semester I-2022.

This was stated by Deputy Minister of SOE II Kartika Wirjoatmodjo in a Working Meeting with Commission VI of the DPR RI, Thursday (8/7/2021).

Kartika explained that BNI’s capital adequacy ratio (CAR) is currently under pressure and is in the lowest range of 16%.

“Where indeed the growth of BNI’s assets and loans does not encourage the formation of adequate profits or return earnings,” he said.

Meanwhile, BTN also plans to increase capital by issuing new shares through a rights issue scheme in 2022.

However, the proposed amount of target funds in the rights issue to increase capital is likely to be revised from the previous Rp 5 trillion to Rp 3.3 trillion. Thus, the government’s HMETD is 60% or Rp 2 trillion, while public investors are 40% or Rp 1.3 trillion.

BBTN President Director Haru Koesmahargyo explained that at the end of 2020, the company did propose in the RBB (Bank Business Plan) to conduct a rights issue of Rp 5 trillion.

The portion of the government’s rights as the largest shareholder will absorb 60 percent, which means Rp 3 trillion.

“However, from various hearings, including with the Ministry of Finance, we proposed alternative two in which the rights issue would be reduced to Rp. 3.3 trillion, consisting of 60 percent of the government’s rights of Rp. 2 trillion and the public of 40 percent of Rp. 1.3 trillion. Haru said in a hearing (RDP) with Commission VI DPR RI, this Thursday (9/9/2021).

He said that if the second alternative is taken, the mortgage distribution capacity, which was originally 1.2 million units in 5 years, will be 1 million units in 5 years.
