Safety and Security Assessment: Summer Recap in Toulon

Now that the school year is over, it’s time to take a look at how the summer went on the security front. An initial assessment was drawn up by the municipal police officers, responsible for monitoring the beaches, the city and supervising the festivities.

In total, there are 132 civil servants in Toulon and there will be five more by the end of the year. They take turns all year round to ensure the tranquility of the streets and beaches. Exactly. The beaches were monitored every day of the week from June until the end of August, from 11 a.m. to 7 p.m.

“At the same time, biker teams and an animal brigade patrolled regularly on the way to the Basse Battery. They dismounted to ensure a presence, particularly on Anse Méjean, and intervene in possible incivility”explains Michel Milona, director of security and prevention.

“Evening teams also ensured regular passages on the Henri-Fabre promenade. They were assisted by security agents.”

Less drunkenness on the beaches

The Toulon public highway surveillance agents (AVSP) also integrated beach surveillance this summer. At the start of the school year, they are providing reinforcements on the city’s main boulevards.

Nevertheless, law enforcement operations were carried out in July and August: 4 to apprehend teenagers who were consuming narcotics on Miter beach.

Two interventions were carried out to stop thefts on the sand and one to arrest a man carrying a weapon in Mourillon. Finally, four interventions made it possible to stop the actions of individuals responsible for violence on the beaches.

“Compared to last year and the closure of La Plage and Satyn’s establishments, public drunkenness was avoided in this sector of Mourillon”, adds Laurent Jérôme, deputy in charge of security. “In 2022, 14 people were arrested for obvious drunkenness near the beaches. This year, there were only 3. Likewise, 6 people were arrested for use and possession of narcotics last year. There were only 2 This year.”

Camping sauvage

The same phenomenon was observed regarding wild camping on the sand. Eleven people were evacuated from the beaches last summer. Has the word gotten out? Still, only 3 wild campers were surprised.

More generally, no drama has fortunately spoiled the Toulon summer. “We have had the chance to work in close collaboration with the national police officers. We exchange information. Moreover, we meet once a month to take stock of sensitive subjects which deserve more attention”comments the deputy.

340 cameras H24

Finally, the festivities mobilized staff to avoid any incidents: 20 municipal police officers for the music festival, 30 for July 14, 15 for the fishermen’s festival, 35 for the arrival of the French patrol and 28 for the concerts end of summer. To this number are added the reinforcements of national police officers or summer CRS.

In summary, the season went off without a hitch. Added to this “physical surveillance” is that of cameras in town. There are 340 of them everywhere in the neighborhoods and their number will increase further in the coming months. The municipality’s desire is to “cover” the entire Toulon territory. No white zone possible.
