Jakarta, CNBC Indonesia – PT PLN (Persero) is currently facing a fairly serious problem related to the supply of coal for the needs of a steam power plant (PLTU). Given, the miners do not want to contract with PLN.
This was stated by the EVP of Coal of PT PLN (Persero), Sapto Aji Nugroho. According to him, none of the miners who have contracts with PLN and whose contracts have expired are willing to extend the contract.
In addition, the difference in the price of penalties and large compensation according to the Minister of Energy and Mineral Resources 13/2022 makes suppliers choose not to contract with PLN. With the lack of suppliers who will contract, this will certainly make it difficult for PLN to get coal supplies.

“PLN can maintain supply using an emergency exit, which is an assignment from the Director General of Mineral and Coal, but temporarily,” he said in the Public Discussion of the Coal BLU Tuesday (2/1/2022).
As for suppliers who have specifications for domestic needs, they will make contracts or get an assignment from the Director General of Mineral and Coal to contract with PLN, while suppliers whose specifications are outside of domestic specifications will only pay compensation whose value is very small compared to the amount of penalty if they do not fulfill the contract.
Therefore, he hopes that the establishment of the Public Service Agency (BLU) as a collector of coal fees can be implemented immediately. Mainly as a solution to the price disparity which is the root of the problem of coal supply for national electricity.
“BLU is a solution that will solve it because the basic principle is to solve the price disparity problem,” he said.
In this BLU scheme, PLN will still pay the price according to the HBA of US$ 70 per tonne and the remaining difference between the market price minus the HBA of US$ 70 per ton is paid directly by the BLU to the miners.
