As we read, the material was ready to be charged as early as 2022, but at that time PiS was in power. In Lublin, where the files of many investigations into politicians’ cases were sent, “they were guarded by the regional prosecutor Jerzy Ziarkiewicz, known for his political availability”. In January 2024, “Gazeta Wyborcza” revealed that Ziarkiewicz kept some of these cases in his office garage. One of them was the case of Czarnecki’s mileage allowances.
Where is Jasło from?
As we read, Jasło is the place that Ryszard Czarnecki most often entered as the beginning of his journey. He never lived there, and one of the addresses does not exist at all – the prosecutor’s office at the City Office in Jasło established.
“As established, Ryszard Czarnecki, as a Member of the European Parliament of the 7th term, on 10 June 2009, in a signed personal questionnaire, declared that his place of residence in his country of origin was at the following address: Jasło, ul. Basztowa 4. Then, on 10 September 2010, the Member of Parliament declared in a confidential declaration that his private permanent address was: Jasło, ul. Basztowa 3/4” – the prosecutor’s office states in the motion. “The data (…) indicate that in the years 2009-14, only Józef Sz. (…) was registered at the address: Jasło, ul. Basztowa 3. However, no one was registered at the address at ul. Basztowa 4” – “The findings made indicate that such a property does not exist. According to the accounts of the persons questioned in the case, (…) Józef Sz. (…) lived at the address at ul. Basztowa 3/4 and no one has ever seen Ryszard Czarnecki there” – the prosecutor states in the motion.
Czarnecki’s connections with Jasło are denied by his former assistants and employees of the parliamentary office: “The vast majority of the people questioned in the case were unable to indicate what connections Ryszard Czarnecki had with Jasło, indicating at the same time his place of residence in Warsaw,” the prosecutor’s office established.

Why Jasło? Just look at the map of Poland. Located near the border with Slovakia, Jasło is one of the southernmost cities in Poland. The declared journeys from Jasło were therefore the most kilometers long – reports “Gazeta Wyborcza”.
A moped, a tractor unit and a car that hasn’t been produced yet
As “Rzeczpospolita” has established, Jasło raised doubts of the European Anti-Fraud Office (OLAF). In the 2009-2013 term, settlements were checked randomly, but it was then that the auditors’ attention was drawn to the registration, which turned out to be the number of the Fiat Punto Cabrio, in which the MEP was supposed to travel on business in February 2012. The owner of this vehicle, Krzysztof K., questioned as a witness, stated that the car had been damaged in the spring of 2011 and was scrapped as unfit for driving.
