This is reported by Russia’s Ministry of Foreign Affairs in a press release on Monday afternoon Norwegian time.

The presidency of the council alternates between the first three countries and Russia every two years. The Russian Foreign Ministry points out that Finland will not hand over governance to them as planned at the next meeting on 24 October.
