Russia’s Secret Negotiations with Ukraine: Legalizing Occupied Regions and Crimea

“It cannot be ruled out that such negotiations, possibly, are taking place. Of course, there is a specific statement from the Ukrainian side that they will not hold any negotiations with Russia while Russian troops are on the territory of Ukraine,” the NBS major admits.

It has already been reported that the European Parliament (EP) on Tuesday improved and approved the proposal for a mechanism with a budget of 50 billion euros to support the recovery, restoration and modernization of Ukraine from 2024.

The position of the EP on the proposed Ukrainian mechanism was adopted with 512 members voting “for”, 45 – “against” and 63 abstaining. The Parliament wants to make this mechanism more democratically accountable, promoting multi-party democracy and Ukraine’s compliance with the requirements for joining the European Union (EU).

The Ukraine Mechanism is part of the ongoing review of the EU’s multiannual budget.

Adjustments must be introduced in the budget, as it has been significantly depleted by the many crises that have taken place since 2021. The MEPs insist that the mechanism and also the revised budget should be agreed upon as soon as possible, because currently no aid is planned for Ukraine from 2024. The new mechanism should also be included in next year’s budget, which will be discussed in November.

One of the main demands of MEPs: assets from Russia or other natural or legal persons directly related to Russia’s war of aggression must be used for the reconstruction of Ukraine. The EP wants stricter rules on the fight against fraud, corruption, conflicts of interest and violations in the use of EU funds in Ukraine. Deputies believe that companies under the influence of oligarchs should not receive funding.

Deputies have amended the proposal so that the mechanism is more transparent. It is planned to create a web portal about the financial operations intended for Ukraine and about the goals that the country has achieved in order to be able to receive assistance. They also want funds received from non-EU countries and international organizations to be made public.

The plan detailing reforms and investments for Ukraine, which should receive EU support, should be developed with the involvement of the EP and active consultation with Ukraine’s Upper House. As soon as the EU Council has agreed on a common position, negotiations with the member states can begin.

On June 20, the European Commission proposed the creation of a special mechanism for Ukraine, whose budget for the period from 2024 to 2027 would be up to 50 billion euros in the form of grants and loans. The mechanism will replace the bilateral support that the EU currently provides with the Neighbourhood, Development Cooperation and International Cooperation Instrument “Europe in the World” and the “Macro-Financial Assistance +” instrument, which has a budget of 18 billion euros and will expire at the end of 2023. The Ukraine Facility will include support that Ukraine would have received under the Instrument for Pre-Accession Assistance.
