Russia’s Rhetoric on Nuclear Weapons and its Effect on Ukraine: Insights from Mārcis Balodis

Live text broadcast – short and concise about the most important things in the Ukrainian war on October 9. Ukraine has been heroically defending its land against the aggressor’s invasion for more than a year and a half.

00:10. Mārcis Balodis, a researcher at the Center for Eastern European Policy Studies, emphasizes that Russia’s rhetoric about nuclear weapons is related to influencing and intimidating society. This is what Russia began to actively do after the start of the war in Ukraine, when thinly veiled threats and threats of nuclear weapons appeared regularly. Over time, it has not had a significant effect.

“It is interesting that this behavior of Russia has normalized the issues of nuclear weapons and their use, which used to be a taboo subject. In general, it can be said that Russia’s first goal is to ensure that Russia is not forgotten and that it must be reckoned with, talked about, while the second goal is to intimidate societies mainly in Western countries,” Balodis said.

He pointed out that such rhetoric is planned to increase the insecurity, fear and uncertainty of the population about what is happening, so that the opinion of the Western countries that they should sit down at the negotiating table with Russia will increase. It is possible that in that case Russia would try to trade and set rules – if the Western countries want Russia to cooperate in some issues, the Western countries must give something in return.
