Russia’s Bill Excludes Informing Council of Europe about Martial Law Introduction

Russia will not inform the Council of Europe about the introduction or termination of a state of war or a state of emergency in the country. The corresponding bill was adopted in the first reading by State Duma deputies.

“The Council of Europe has outlived its usefulness; it has begun to slow down the development of other countries,” stated earlier Speaker of the State Duma Vyacheslav Volodin. Russian President Vladimir Putin initiated a bill that excludes informing the Secretary General of the Council of Europe about the introduction of a state of emergency or martial law in Russia. Today parliamentarians passed the bill in the first reading.

It was previously reported that Putin on August 8 started preparing changes into the laws “On Martial Law” and “On State of Emergency”. This is due to Russia’s withdrawal from the Council of Europe.
