Russia has an interest in Latgale, and the potential for conflict was similar to that in Ukraine, but before Putin took off, we were able to join the European Union and NATO. The way Russia organizes to deter territories from integrating into the West is to create frozen conflicts. If there were Russian troops in Daugavpils, the territory would be an enclave and the situation would be similar to that in Transnistria in Moldova.
