Russian President Vladimir Putin’s Ceasefire Statements Aim to Delay Western Military Assistance to Ukraine

Statements of signals from Russian President Vladimir Putin of interest in a ceasefire are more aimed at delaying and preventing further Western military assistance to Ukraine.

Details: According to military analysts, Putin has no serious interest in ending the war other than a complete Russian victory.

ISW has observed similar efforts by the Kremlin to mislead Western policymakers and force Ukraine to negotiate with Russia in the winter of 2022-2023.

This was done in order to effectively redirect Western attention to hypothetical negotiations instead of providing Ukraine with sufficient weapons before its spring-summer counteroffensive.

The Kremlin is likely using back channels to achieve this effect amid debate over further military aid to Ukraine.
