Russian President Vladimir Putin has significantly stepped up long-standing Kremlin efforts and is creating the information conditions for future escalation against the Baltic states.

Details: Military analysts say Putin is doing this likely as part of a broader attempt to weaken NATO.

On January 16, Putin said that Latvia and other Baltic countries were “throwing away [этнических] Russians” from their countries and that this situation “directly affects the security [России]”.

ISW has seen no indication that a Russian attack against the Baltic states is imminent or likely, but Putin may be creating the information conditions for future Russian aggressive actions abroad under the guise of protecting his “compatriots.”

So, in mid-December 2023, Putin threatened Finland.

Background:

  • In January, 82-year-old chairman of the Latvian-Russian Association Boris Katkov was expelled from Latvia.
  • As reported, Latvia Maybe expel 1,167 Russian citizens who did not comply with the requirements of the amendments to the immigration law and did not provide documents to obtain a residence permit in the country.
