The Deputy Chairman of the Security Council of the Russian Federation and former President and Prime Minister of the country Dmitry Medvedev said that since the beginning of the year 231 thousand people have signed contracts with the Ministry of Defense. He claimed that this figure covers the period from January 1 to today, the BBC Russian service quoted him as saying.
In the spring, several media sources, including Bloomberg, reported that Russian authorities planned to hire 400,000 new contract soldiers into the army; indeed, a large-scale campaign to advertise the contract service began in the country. Officially, this figure was not stated; the same sources named Medvedev as the leader of the campaign.

The recruitment of contract soldiers is also seen as a less irritating alternative to the forced mobilization announced on September 21 last year and formally continuing to this day. At the same time, Russia has passed a series of laws in recent months that make it harder to avoid military service, notably the introduction of an “electronic draft” registry that immediately restricts conscripts from many civil rights, including leaving the country.
The figure of 231 thousand people does not necessarily mean that all these people were recruited directly from civilian life – it may include a certain number of fighters from the “volunteer units” (in other words PMC “Wagner”) who agreed to go to the jurisdiction of the Ministry of Defense, in addition, conscripts (whom Putin promised not to send to war) received the right to conclude a contract from the first day of their stay in the barracks.
