The presentation to naval officers outlined other criteria for the possible use of nuclear weapons. These include the landing of the enemy on the territory of Russia, the defeat of the units responsible for border protection, or an imminent attack by the enemy using conventional weapons.
The documents indicate that the threshold could be a combination of factors where the loss of Russian forces would “irreversibly render them unable to stop large-scale enemy aggression.”
Other possible conditions include the destruction of 20% of Russia’s ballistic missile submarines, 30% of its nuclear attack submarines, three or more cruisers, three airfields, or a simultaneous strike on the main and reserve coastal command centers.
According to the documents, the Russian military can also use tactical nuclear weapons for various purposes:
including “deterring states from aggression or escalation of military conflicts”, “stopping aggression”, preventing the loss of Russian forces in battles or loss of territory, as well as increasing the effectiveness of the Russian Navy.
According to experts, these documents are still essential for Russia’s military doctrine.
At the same time, according to Jack Watling, a leading researcher at the British Royal Institute for Joint Research (RUSI), the materials obtained by the journalists are intended to prepare Russian units for situations in which the country could use nuclear weapons, and not to develop a set of rules for their use. According to him, the use of nuclear weapons would require a political decision.
