The forced distribution of Russian passports to Ukrainians who found themselves in occupation is an attempt to “tie” these territories to Russia and demonstrate the alleged success of the invasion.

Intelligence notes that the occupying power is almost certainly forcing Ukrainians who remain to obtain Russian passports. As an example, they cite a statement for residents of the Kherson region that they will be “deported” and their property will be confiscated if they do not agree to Russian citizenship before June 1, 2023.
“Russia is using its passports as a tool to ‘Russify’ the occupied territories – just like in the Donetsk and Luhansk regions before the second large-scale invasion in 2022.
