The publication found out that the security forces have a plan that was developed three months ago. It provides for the replenishment of the Russian army for the war against Ukraine – and not only in St. Petersburg.
“It all started in August 2023. Then in Gatchina (Leningrad Region) members of a criminal group were detained, who put on a stream of issuing a residence permit (residence permit – ed.) and obtaining Russian citizenship. And the check affected not only the official structures involved in the registration documents, but also places of mass residence of migrants,” the material says.
The Russian Federation wanted to issue passports to Ukrainians en masse
After the start of a full-scale invasion of Ukraine, Russia adopted laws that make it possible to obtain citizenship in a simplified version.
“Moscow expected that Ukrainians fleeing the war, including those in the Russian Federation, would en masse apply for a red passport,” the publication writes.
However, there were not very many Ukrainian citizens willing to obtain a Russian passport. But there were quite a few of them among residents of Central Asian countries.

The publication’s source in law enforcement agencies said that St. Petersburg received orders to recruit seven thousand volunteers.
“But the military doubted that there would be so many. And here is such a gift in the form of new citizens of the Russian Federation. Or not even citizens yet, but those who can be forced to sign a contract with the Ministry of Defense,” the source said.
After the arrests on New Year’s Eve, the military came to most of them in the morning and strongly advised them to sign up as volunteers for the army. Those who did not have Russian citizenship were promised to get it quickly. Those who doubted were promised to expel the family from Russia.
At least 1.5 thousand men from the detainees have already signed a contract with the Russian Ministry of Defense.
Russians are recruiting foreigners for the war against Ukraine
It was previously reported that Russian troops are experiencing a shortage of military personnel to make up for combat losses, so they are trying to attract foreign volunteers to serve in the airborne forces.
Russia was also recruiting Cuban citizens for the war in Ukraine. Cubans were promised high wages, bonuses and vacations.
Recently it became known that Russian intermediaries are recruiting and selling Nepalese citizens to serve in the Russian army and participate in hostilities against Ukraine.
