On October 25, local time, the Russian Federation Council (the upper house of parliament) unanimously passed a bill to revoke the ratification of the Comprehensive Nuclear-Test-Ban Treaty (hereinafter referred to as the “Treaty”).
Kislyak, First Vice Chairman of the International Affairs Committee of the Russian Federation Council, emphasized in his explanatory speech that the Russian Federation was forced to withdraw its decision to ratify the Treaty.
