Kyiv, Ukraine – Ukraine is embarking on a major digital transformation of its military healthcare system. The Ministry of Defense, in collaboration with the Ministry of Health and the non-governmental organization "Prinzip" unveiled a groundbreaking plan to streamline the process of military medical examinations, eliminating the need for individuals to visit territorial recruitment centers.
This reform aims to tackle a two-sided problem plaguing the current system. "The current system is outdated and vulnerable," said Deputy Defense Minister Sergey Melnychenko. "It allows some to evade service unjustly while failing to identify those with serious health conditions, creating undue burdens on the Armed Forces."
Deputy Defense Minister Ekaterina Chernohenko, who spearheaded the initiative, promises a seamless experience.
"Imagine: you simply visit any civilian medical facility, no matter your location. From there, your information will be securely transferred digitally. The entire process will be automated, done in minutes."
The rollout of this new system is scheduled to occur in three phases, with the final stage expected to be completed by November 2025.
Phase one, scheduled for completion within the next three months, will focus on digitizing the referral process for medical examinations. This will allow individuals to receive their medical evaluations digitally through the Reserver+ platform.
By June 2025, phase two will empower individuals to select the medical facility where they wish to undergo their examination.
"Our goal is to create a transparent and understandable system," explains Chernohenko. "We want to build trust while ensuring fair and accurate evaluations."
