Russian Citizens Avoiding Military Service Face Driving Bans: Impact for Emigrants and Foreign License Holders

Russian citizens who avoid military service will be banned from driving in the aggressor country. This will also apply to those who live outside of Russia and have not yet exchanged the license issued there for a local driver’s license.

The representative of the Road Traffic Safety Directorate (CSDD) explains that a driver’s license issued in foreign countries can be exchanged for a Latvian driver’s license if a certificate is received from the relevant authority abroad that the citizen has a valid driver’s license. If detailed information about the driver’s license and its validity for exchange is not provided, the right cannot be exchanged.

Emigrants can also receive a summons

On July 11 of this year, a new order came into force in Russia, which applies to those conscripted into military service – if they do not come to the military commissariat after receiving a summons, their right to drive a car may be restricted. This applies to both conscripts and mobilized.
