The property department of the city of Moscow sent a directive to the board of directors of the Russian camp “Sanatorno-Ozdraviliten Complex Kamchia” (“SOC Kamchia”) in the resort of the same name, in which it requested that the current director of personnel management of “Lukoil Neftohim Burgas” AD Rosen Grigorov.
“Dnevnik” reported this, referring to a copy of the document, and Grigorov himself confirmed his appointment, which is not yet reflected in the Commercial Register.
The change of the executive director of “SOK Kamchia” can be seen as an indirect confirmation of predictions that Russia will make an attempt to formally free itself from the property of the resort “Kamchia” in order to get ahead of the Law on the Implementation of International Sanctions being prepared in the National Assembly and to thwart the Bulgarian state’s attempts to regain ownership of the camp, often referred to as a “Russian exclave”.
A copy of the Moscow City Property Department directive was sent to Dnevnik by an anonymous email. The document (from the last days of December) was signed by the first deputy head of the property department of Moscow Elena Yurevna Specivtseva and is addressed to the board of directors of “SOK Kamchia”.
With it, its members – all of whom are Russian citizens with the exception of the previous executive director Nikolay Nedyalkov – were ordered to “secure the convening of the board of directors” and “to vote ‘for’ the election of Rosen Grigorov” in Nedyalkov’s place. It was also ordered that Grigorov be appointed to an employment contract “on compatibility”, which means that he will retain his position as a director at “Lukoil Neftohim Burgas” as his main workplace.
The directive specifies exactly the monthly salary in euros that Grigorov should receive, as well as the fact that as “motivation” he can be paid additional labor remuneration.
A check in the Commercial Register showed that the change of the director’s post in “SOK Kamchia” has not yet been reflected there, but Grigorov himself confirmed that his election was a fact, as well as that he was familiar with the content of the so-called directive from Moscow.
“I was not informed in advance about my appointment, he said. I have no idea why the choice fell on me. I suppose it is due to my many years of experience in management – I have been with Lukoil Neftohim Burgas for more than 20 years.” .
Rosen Grigorov also said that he is about to learn about the financial situation of “SOK Kamchia”, which according to his information “was not flourishing”. “After I see on the spot what it is about, I may not accept it, we will see,” he also said. Grigorov denied knowing about possible plans for “Lukoil Neftohim Burgas” to acquire the camp.
The directive from Moscow for the new appointment in the Russian camp near Varna comes against the background of the blocking or confiscation of Russian property in other countries of the European Union. Last week, Latvia’s parliament passed a special law on the confiscation of the House of Moscow in Riga, which was also owned by the Moscow city government.
At the same time, due to unsynchronized legislation, Bulgaria practically has cases in which the sanctions of the European Union against Russian citizens and companies, imposed back in 2014 after the annexation of Crimea, are not applied. The sanctions regime is designed so that it is a national responsibility to implement them. For a long time, such a mechanism did not exist until the creation of a coordination group at the Ministry of Foreign Affairs.
The lack of communication of what the government is doing also creates the impression that almost nothing is being enforced by the sanctions. While the suspension of Russian propaganda television channels, the actions surrounding the dispute with “Gazprom” about payment in rubles or the denial of the plane of Foreign Minister Sergey Lavrov because of a sanctioned person on board, are examples of the opposite.
But many Bulgarian institutions – from the financial intelligence to the tax and border police – should monitor more closely the hundreds of sanctioned Russian citizens after the start of the war against Ukraine. In Bulgaria, pointed out as one of the initiators as early as February 2022 of the EU freezing of assets of Russian banks worth more than 300 billion euros and property of Russian oligarchs worth more than 20 billion euros, it is not known to have blocked anything similar to own territory.
Already in July MP from “We continue the change – Democratic Bulgaria” Ivaylo Mirchev told “Nova TV” that “Kamchia will be Bulgarian soon”. According to him, all points that have been used over the years for Russian corruption pressure and for Russian propaganda, such as Belene NPP, SOK Kamchia, Lukoil Neftohim Burgas and others, should be returned to Bulgaria, thus put an end to Putin’s influence in Bulgaria.
