Russian Army Shells Ukrainian City, Killing 16: US Secretary of State Blinken Visits Amidst Escalating Tensions

The Associated Press reported that at least 16 people were killed and dozens more were injured when the Russian army shelled the eastern Ukrainian city of Kostantynivka on the 6th.
