According to Ukrainian intelligence, Russia has launched a secret mobilization. She has predicted this situation in the past, but now has confirmed information. The intelligence service also stated that the Russian mobilization is conducted in two ways.
“Russia is conducting covert mobilization in two ways. The first is real actions called covert mobilization. The second is the recruitment of midfielders, they call it BARS,” he told Ukrainian. Channel 24 Head of the General Directorate of Intelligence of Ukraine Major General Kyrylo Budanov.
The Major General also explained that the “BARS” system consists of the involvement of reservists in combat operations on the basis of short-term contracts. Such Russians are already captured in Ukraine.
According to Budanov, there are two reasons why Russia does not dare to announce an open mobilization. The first is economic factors, because if Russia openly mobilized, far more severe sanctions would be imposed on it. The second reason is the stability of Russian propaganda. It could be significantly disrupted when she had to explain to the public why it was happening. In addition, the country’s official statements say everything is going well.
Russia also wants to change legislation on recruitment. The change should concern the number of levies announced per year. Now it can be declared twice a year in the country, and it could happen at any time after the change. The amended law also seeks to increase the impact of evasion of military service.
According to the intelligence, the secret mobilization is also because Russia is already experiencing a significant shortage of personnel in its military units.
