Russia says it is ready to sign a peace treaty with Ukraine

MAPUTO, KOMPAS.comChairman of the Federation Council or Upper House of the Russian Parliament, Valentina Matviyenkosaid Russia was open to talks with Ukraine and signed an agreement that would lead to peace.

Matviyenko said this Tuesday (31/5/2022), in a meeting with Mozambique President Filipe Nyusi.

The Federation Council delegation led by Matviyenko is on an official visit to Mozambique from Monday (30/5/2022) to Wednesday (1/6/2022).

“We are open to talks. I totally agree with your position that a diplomatic and peaceful solution is needed. However, the will for it is needed on both sides. We reiterate that we are ready for talks, to sign an agreement that will stop civilians from being in the country. Ukraine and leads to peace,” he said, quoted by the Russian News Agency, TASS.

However, Matviyenko said, Russia did not see a reaction from Kyiv to welcome the peace agreement.

He recalled that before the start of special military operations in Ukraine, Russia had held talks with Western partners and the United States (US) demanding mutual and inseparable security to be ensured on the European continent.

The reason, Matviyenko said, the commitment is written in all international documents.

“Unfortunately, we did not receive an adequate response. And, after Ukraine said it wanted to become a nuclear power and when we saw how it was awash with weapons, including offensive weapons, and learned they were planning a third armed attack in the Donetsk and Luhansk regions. Of course, we have no other way out, no other option to ensure our safety.”

Further, Matviyenko points out, Russia and Ukraine once almost signed a peace agreement, but the external forces that control Kiev did not approve of it.

“By the way, we have negotiated a peace treaty with Ukraine at the same time. We are withdrawing troops from Kyiv, Kharkov, and an acceptable agreement for Ukraine and Russia is practically ready,” he said.

“The key terms are that Ukraine will remain a neutral country outside the bloc, like Austria for example, that it will be a non-nuclear state. But, unfortunately, those who exercise external control do not allow signing this agreement,” Matviyenko alleged.

Ukrainian President Vladimir Zelensky previously told Turkish President Recep Tayyip Erdogan that he would like to meet Russian President Vladimir Putin.

The Russian-Ukrainian talks have been going on since February 28.

Several meetings were held in Belarus, then the two sides resumed negotiations in videoconference format.

Talk round offline the next one takes place in Istanbul on March 29.

But on April 12, Russian President Vladimir Putin told reporters that Ukraine had deviated from previous agreements and pushed the process to a stalemate.

On April 20, Putin’s press secretary Dmitry Peskov said that Moscow had submitted to Kyiv a clearly written draft agreement document and was awaiting a response.
