Russia Proposes Law to Punish Those with “Wrong Maps” in Annexed Ukrainian Regions

It was last October that Vladimir Putin’s (70) annexation of four Ukrainian regions was approved by the Federation Council, the upper house of the Russian National Assembly.

The proposal to incorporate Kherson, Zaporizhzhya, Luhansk and Donetsk regions was unanimously adopted, the state-run Russian news agency, Tass, reported last year. The bill was also signed by the President of Russia, Vladimir Putin.

According to the Russian newspaper Kommersant Russia now wants to pass a law where anyone passing through the areas of Kherson, Zaporizhzhya, Donetsk and Luhansk can be punished if they have, according to Russia, the “wrong map”.

Can be punished with imprisonment

If the decision is approved, the police can hand out fines of up to one million rubles – which corresponds to approximately NOK 138,000. Citizens can also risk up to 15 days in prison.

It is the head of the State Duma security committee Vasily Piskarev (59), and his deputies Ernest Valeev (73) and Anatoly Vyborny (57), who have drawn up the resolution proposal.

Piskarev has previously pointed out that maps dispute the territorial attachment to Crimea, the Kuriles and other territories in the country.

Today, however, Russia only controls parts of the territory of the four Ukrainian counties in question: Kherson, Zaporizhzhya, Donetsk and Luhansk.

Statements from Putin’s spokesman Dmitry Peskov indicate that the Russian authorities have not yet clarified whether they believe all of Kherson and all of Zaporizhzhia now belong to Russia, according to The Guardian.

In violation of international law

The attempts at annexations are contrary to international law and have been met with sharp criticism by Western countries.

– Ukraine will not have any negotiations with Russia as long as Putin is Russia’s president, President Volodymyr Zelenskyy said last year.

US President Joe Biden has previously stated Russia’s attempt to acquire large areas in the neighboring country as fraudulent and a clear violation of international law and the UN Charter.

Norwegian Prime Minister Jonas Gahr Støre and a number of other leaders have stated the same.

NATO Secretary General Jens Stoltenberg called the annexation a serious escalation, and that Putin’s decision is a sign of weakness and an acknowledgment that the war in Ukraine is not going according to plan.
