At the end of October, the seventh parliamentary elections for the past three years and the sixth early ones will be held in Bulgaria. And all this because the political crisis that began in 2021 in the country cannot be overcome – the parties that entered parliament cannot form a government.

A total of 19 parties and 9 coalitions will fight for power. According to a senior researcher at the Department of European Political Studies IMEMO RAS, candidate of political sciences Ekaterina Shumitskaya, the centrist coalition Citizens for European Development in Bulgaria and the Union of Democratic Forces (GERB-SDS) is expected to emerge. The second is the reformist union of the parties “We continue with the change” and “Democratic Bulgaria”. The pro-Russian party “Vazrazhdane” is expected to be in third place in terms of votes, so there is a chance, albeit a small one, to return the country to our sphere of influence. It is also expected that members of the public from “Tha ryyyyy de mahny” (ITN) will enter the legislature again.

At the same time, the expert pointed out, that the position of the BSP and the DPS, which is a Turkish minority, has weakened a lot. And although the new president of BSP, Atanas Zafirov, managed to gather different socialists in the coalition “BSP – United Left”, it is unlikely that they will be able to improve the previous result.

By the way, Shumitskaya noted, the sad situation is aggravated by the low turnout. If in 2009 it was 60% and was already considered very low, then in the June 2024 elections it hardly exceeded 30%. In the upcoming elections, the number of voters is expected to be even lower.

“It is increasingly difficult for the parties to control the situation and take advantage of the instability of the political system. Bulgaria’s economy, with endless turmoil, is running on autopilot, reforms are being postponed. Due to the continued inability of MPs to negotiate and solve government problems, the Bulgarian Parliament blocked changes to the European Recovery and Stability Plan, postponed the planned closure of the Maritsa coal plant East, they postponed the entry into the Eurozone and the liberalization of electricity. market from 2024 to 2025. This means that Bulgaria may not receive the second installment of 724 million euros from the EU’s recovery and stability fund this year,” said the political scientist.

However, there is still one party in the country that claims to be a systematic and stable political force. This is GERD. The problem is that she cannot form a government on her own.

Let’s remember twice that they tried to stabilize the Bulgarian political system. The first attempt was in December 2021, when, after a month-long crisis, the leader of the party “We continue with the change”, Kiril Petkov, received the support of President Rumen Radev and formed a government. undermined the unity of the governing coalition when special military operations began in Ukraine.

The second attempt was in April 2023. Then the main parliamentary forces and the rivals GERB and PP-DB created a distribution system. They managed to agree that the country would be led by successive governments: PP-DB from June 2023 to March 2024 and GERB from March to November 2024. In March, however, the promised renegotiations, since the parties did not meet again. to reach a compromise on the members of the government.

It is interesting that the confidence of the ordinary Bulgarians in the elections reached at least. Only 13% of the country’s residents believe that politicians serve the interests of society. At the same time, it is still too early to talk about the collapse of democracy in Bulgaria. 51% of Bulgarians still consider parliamentary democracy as the best form of government, even if it has its drawbacks.
