Russia is in no hurry to adopt a nuclear pre-emptive strike… under scrutiny by experts

“In a few days, discussions on the oil price cap system will conclude… Legislation by presidential decree”

An expert review is underway on President Vladimir Putin’s remarks suggesting that nuclear doctrine could be changed to allow for a preemptive strike on Russia’s nuclear weapons, the Kremlin said on Wednesday (local time).

Kremlin spokesman Dmitry Peskov said on a conference call with reporters that day, when asked about changes to nuclear doctrine, he said, “This issue is not something to be moved in a hurry.”

In addition, he explained, “there is a process from the point of view of the broad development of the situation, constant review by experts, comparison of doctrines and periodic analysis”.

On the 9th, he said: “The United States has a preemptive strike concept and is developing a disarmament strike system.”

Regarding the response to the Russian crude oil price cap introduced by the European Union (EU), the seven major countries (G7) and Australia, Peskov said: “The discussions will be concluded within a few days and will be implemented under form of a presidential decree agreement.”

Countries participating in the price cap system for Russian crude will limit the price of Russian crude to below $60 a barrel from the 5th as a sanction against Russia’s invasion of Ukraine, and shipping companies that do not meet this standard will not be able to to use the services of US and European insurance companies

A spokesperson for Peskov responded to the question of whether American professional basketball player Brittany Greiner, who returned to the United States in exchange for Russian arms dealer Viktor Butt, filed a petition for a pardon on the 8th, saying: “All necessary procedures are performed outside the law”.

He also said, “As far as I know, there hasn’t been yet” if Bout had a conversation with President Putin, who returned to Russia, but said he didn’t know more specific circumstances, such as whether or not they spoke on the telephone.
